Abstract

As the world becomes increasingly interconnected through digital technologies, the intersection of law, cybersecurity, and artificial intelligence (AI) is gaining paramount importance in addressing international disputes between nations. With cyberattacks and AI misuse escalating as prominent sources of global conflict, there is an urgent need for effective legal frameworks and technological solutions to manage these emerging risks. This paper explores the evolving landscape of international cybersecurity law and AI governance, analyzing the complexities of cyber operations, state responsibility, and AI's role in exacerbating or resolving disputes. It delves into existing international treaties, such as the Budapest Convention, and evaluates gaps in the current legal approaches to emerging technologies. Co-authored by a Legal expert and an IT network engineer, the study offers a unique multidisciplinary perspective, integrating legal theory, technological innovation, and diplomatic considerations to propose potential solutions for better managing the intersection of law, cybersecurity, and AI in international relations.
